The Care Certificate was developed collaboratively by Health Education England, Skills for Care, and Skills for Health as a direct response to The Cavendish Review, which was conducted following a public inquiry into the alarming abuse and neglect cases at Mid Staffordshire NHS Trust. This certificate serves as a set of standards that health and social care workers must adhere to in their daily work. Its primary objective is to ensure these workers possess the necessary skills, knowledge, and behaviours to provide compassionate, safe, high-quality care and support. It equips workers with the fundamental skills needed to deliver quality care. It serves as a solid foundation for further developing their knowledge and skills throughout their career progression.
While there is no legal requirement to complete the Care Certificate, the Care Quality Commission (CQC) expects care employers to deliver the certificate or provide equivalent training that enables staff to meet the required standards.
The Care Certificate Standards

Skills for Care outlines there are fifteen minimum standards that must be completed involving knowledge learning, practical skills, and workplace assessments. Completion of all standards is required to attain the Care Certificate. These minimum standards are:
- Understand your role
- Your personal development
- Duty of care
- Equality and diversity
- Work in a person centred way
- Communication
- Privacy and dignity
- Fluids and nutrition
- Awareness of mental health, dementia and learning disabilities
- Safeguarding adults
- Safeguarding children
- Basic life support
- Health and safety
- Handling information
- Infection prevention and control
It is important to note that each standard of the Care Certificate must be completed and assessed before the worker is deemed ready to work unsupervised. This ensures that workers have successfully demonstrated their competence in each area before taking on independent responsibilities in their role.
