About the Statutory and Mandatory Training programme

The UK Core Skills Training Framework (CSTF) sets out 11 statutory and mandatory training topics for all staff working in health and social care settings. The CSTF includes nationally agreed learning outcomes and training delivery standards.

Health Education England e-Learning for Healthcare (HEE e-LfH) has worked with a range of subject matter experts to develop high quality, national e-learning training sessions, which address all the knowledge outcomes at level 1 and 2 and at level 3, where appropriate for e-learning.

The sessions are freely available to all health and social care staff.

It is the responsibility of individual health and social care employer organisations to ensure that their workforce complete the appropriate training to comply with their statutory and mandatory requirements. It is also an employer’s responsibility to determine the best mode of delivering the training, whether that is face-to-face, e-learning or a blended approach. The CSTF provides further guidance on this.

The assessment within the session consists of two randomly selected multiple-choice questions per learning outcome. The assessments have an 80% pass rate and allow learners three attempts. If they fail, they are encouraged to review the knowledge chapters.  As learners work through the eAssessment, they get feedback on both correct and incorrect answers.

Each session takes about 20 minutes to complete the knowledge chapters and approximately 10 minutes to complete the eAssessment.

All sessions can be accessed via mobiles and tablets.

Statutory and mandatory training for NHS healthcare staff in England

The Statutory and Mandatory programme is also available to NHS healthcare staff via the Electronic Staff Record (ESR). Accessing this e-learning via ESR means that your completions will transfer when you move between NHS organisations.

The AICC communication standard supports Statutory and Mandatory sessions. This allows for remote Learning Management Systems (LMS) to launch the courses from the e-LfH content server as if they were loaded locally. Mandatory and statutory training

As part of local inductions, new starters have had to unnecessarily repeat mandatory and statutory training every time they join a new NHS organisation because there was no process in place for their training to transfer with them. Together, the national streamlining programme, the creation of the Skills for Health Core Skills Training Framework (CSTF) and the inter-authority transfer (IAT) functionality within the Electronic Staff Record (ESR) system has enabled the transfer of training records before a new starter joining an organisation.

A new national toolkit launched.

A new Streamlining Mandatory and Statutory Training Implementation Toolkit has been developed nationally to help NHS organisations transfer an individual’s mandatory and statutory training record from one NHS organisation to another. The tool guides organisations through the implementation phase, comprising of four steps, which include pre-hire inter-authority transfers, the core skills training framework, national core skills training framework competencies and induction.  It provides specific actions for each step of the implementation process, along with top tips, case studies and links to other resources.

From January to May 2018, several trusts in the South West of England piloted the four steps to ensure they worked effectively and that all associated supporting materials were accurate, useful, and thoroughly tested.

Case studies

  • Cambridgeshire and Peterborough NHS Foundation Trust have reduced the time that new starters spend on corporate induction by running the pre-hire ESR inter-authority transfer process and accepting existing compliance in Core Skills Training Framework (CSTF) competencies. They project savings of around £90,000 for the financial year.
  • This case study from Worcestershire Health and Care NHS Trust outlines the implementation process that has enabled new starters to reduce the time significantly spent repeating training unnecessarily, saving an average seven hours per staff member, returning this time to patient care and maintaining compliance levels. 
  • The Royal Devon & Exeter NHS Trust has reduced the amount of time new starters spend on mandatory and statutory training by declaring and aligning to the core skills training framework and recording competencies in ESR. This has reduced the number of training subjects new starters have needed to complete, resulting in an average time saving of around two hours per new starter.
  • Barnsley Hospital NHS Foundation Trust introduced a process to accept new starter training records that were either transferred through the Electronic Staff Record (ESR) Inter Authority Transfer process (IAT) or by reviewing the evidence provided. Since the introduction of this process in 2015, a total of 3,652 hours of repeated training have been saved.
  • Northern Devon Healthcare Trust is a non-Oracle Learning Management (OLM) organisation; they used a data load support tool to upload core skills training framework competencies in ESR which has enabled the transfer of training records to other NHS trusts. Twenty-eight thousand one hundred twenty-four training records have been successfully uploaded into ESR.

Accreditation

CPD accredits all of the courses. The certificates, awarded upon successful completion, can be used to log your hours against.

Duration

Each course usually takes between 1-2 hours each to complete, depending on the speed of learning. Learners do not have to complete all the training in one session as progress is recorded throughout, and the training can be paused and resumed in our learning management system at any time.

Target audience

This course bundle is aimed at anyone working in a role that works in a healthcare setting but a non-clinical role such as a doctor’s receptionist, hospital administrator, hospital porter, etc.

Entry requirements

Test and certificate

Each end of course test consists of 15 multiple choice questions. Learners are required to achieve an 80% pass mark, and, if necessary, may attempt the test six times at no extra cost.
