Safeguarding Adults at Risk Training Courses and Qualifications

All citizens have a right to live their lives free from violence, harassment, humiliation and degradation. Ensuring independence, well-being and choice is also a key element of this right (The Association of Directors of Social Services, 20052 ). Adults with capacity also have the right to make decisions, even if they are perceived as unwise. They may make decisions that put their right to privacy, autonomy and family life ahead of their right to live and to be free from inhuman or degrading treatment. There are safeguards for those people who lack capacity and sometimes complex work is needed to weigh up whether action should be taken in the public interest or where the person concerned is being coerced. The health sector can make a positive contribution towards safeguarding those that might be less able to protect themselves from harm, neglect or abuse. Central to effective safeguarding management are trustful and supportive relationships, based upon dignity and respect, between patients, their families and healthcare staff. There are however, distressing examples where this has failed as documented in the Francis Report (20133 ), the Cavendish Review (20134 ) and findings of Serious Case Reviews where there have been major concerns about adult protection or system failures. Healthcare organisations therefore have a responsibility to be active and responsive in ensuring people’s dignity and rights and meeting statutory duties to safeguard adults. This requires a systematic approach, effective leadership at all levels and an organisational culture where care and compassion are valued. The aims of adult safeguarding are5 :  To prevent harm and reduce the risk of abuse or neglect to adults with care and support needs.  To safeguard individuals in a way that supports them in making choices and having control in how they choose to live their lives.  To promote an outcomes approach in safeguarding that works for people resulting in the best experience possible.  To raise public awareness so that professionals, other staff and communities as a whole play their part in preventing, identifying and responding to abuse and neglect. Six key principles underpin all adult safeguarding work:  Empowerment – Personalisation and the presumption of person-led decisions and informed consent  Prevention – It is better to take action before harm occurs  Proportionality – Proportionate and least intrusive response appropriate to the risk represented  Protection – Support and representation for those in greatest need  Partnership – Local solutions through services working with their communities. Communities have a part to play in preventing, detecting and reporting neglect and abuse  Accountability – Accountability and transparency in delivering safeguarding.

Safeguarding Training

Safeguarding adults (SOVA) and safeguarding children form a core part of the Care Certificate, corresponding to standards 10 and 11. Safeguarding also forms part of the Skills for Health core skills framework. All workers need to complete level 1, but depending on your role, some individuals may need to progress to safeguarding adults level two and safeguarding children levels two and three.

The needs of an individual vary greatly, based on their age, ability, health, and many other factors. Consequently, in addition to general safeguarding guidelines, our safeguarding eLearning resources set out strategies for identifying individual care requirements. This includes overcoming barriers to effective care, and facilitating constructive communication. Safeguarding training must also prepare your staff for managing conflict, and protecting service users from destructive habits, such as drug abuse and compulsive spending.

Safeguarding vulnerable adults

Abuse occurs when a vulnerable adult is mistreated, neglected or harmed by another person who holds a position of trust. Everyone has a right to feel safe, and to live without fear of abuse, neglect or exploitation.

The abuse of vulnerable adults can take many forms. It can happen anywhere, including nursing and care homes, day services, hospitals, people's own homes or public places.

The Care Act 2014

The Care Act 2014 sets out a legal framework for local authorities and other parts of the system of how we should protect adults at risk of abuse or neglect.

Local Authorities have new safeguarding duties. They must:

  • Lead a multi-agency local adult safeguarding system, that seeks to prevent abuse and neglect and stop it quickly when it happens
  • Make enquiries, or request others to make them, when they think an adult with care and support needs may be at risk of abuse or neglect and they need to find out what action may be needed.
  • Establish Safeguarding Adults Boards, including local authority, NHS and Police, which will develop, share and implement a joint safeguarding strategy
  • Carry out Safeguarding Adult Reviews when someone with care and support needs dies as a result of neglect or abuse and there is a concern that the local authority or its partners could have done more to protect them.
  • Arrange for an independent advocate to represent and support a person who is the subject of a safeguarding enquiry or review, if required.

Any relevant person or organisation must provide information to Safeguarding Adults Boards as requested.

The statutory guidance enshrines the six principles of safeguarding:

  1. Empowerment - presumption of person led decisions and informed consent
  2. Prevention - it is better to take action before harm occurs
  3. Proportionality - proportionate and least intrusive response appropriate to the risk presented
  4. Protection - support and representation for those in greatest need
  5. Partnerships - local solutions through services working with their communities

The Care Act 2014 recognises that local authorities cannot safeguard individuals on their own; it can only be achieved by working together with the Police, NHS and other key organisations as well as awareness of the wider public. Fears of sharing information must not stand in the way of protecting adults at risk of abuse or neglect.

About the modules

This online learning resource is an introduction to the requirements and responsibilities for Safeguarding Adults. The two modules address the learning outcomes defined in the UK Core Skills Training Framework (version 1.2, September 2014).

  • Level 1 is intended for all staff working within health and care organisations, including paid and voluntary staff.
  • Level 2 is intended for staff with professional and organisational responsibility for safeguarding adults, able to act on concerns and to work within an inter- or multi-agency context.

The programme was originally commissioned by NHS South Central, and subsequently updated by Health Education Thames Valley and Health Education Wessex on behalf of Health Education England, with input from adult safeguarding experts working in a range of roles in NHS organisations and local authorities across the south of England and the Midlands.

  • Reporting Your Concerns – your responsibilities, why some people don’t take action, who to report to, what to do if the report isn’t taken seriously, what to do if the concerns are about a professional, when to report a concern, what needs reporting, checking existing records, what happens next and recording information.
  • What Happens After a Referral – adult social care’s decision, what to do if you don’t agree with the decision, strategy discussions, the case conference, protection plans, reviewing the plan, discontinuing the plan and further reading.

1. What is safeguarding and who needs it?

Safeguarding is about improving a person's welfare and keeping them safe from harm. In this section we ask WHO is at risk?

We look at the legal framework, the principles of Safeguarding and The Mental Capacity Act. We also look at what should be included in a safeguarding policy.

What is safeguarding? Ultimately, it's about ensuring the wellbeing and safety of vulnerable members of the community. They might be vulnerable due to age, mental capacity or simply because of their current circumstances.
