How Often Should CSTF Statutory and Mandatory Training be Refreshed?

Refresher training is required to ensure employees maintain competence, a good understanding of health and safety policies and procedures and meet the expected behaviours.

What is CSTF?

CSTF stands for Core Skills Training Framework. It sets out 11 statutory and mandatory training topics for all health and social care staff. The CSTF includes nationally agreed learning outcomes and training delivery standards.

Since 2013, the CSTF has become the national minimum standard for statutory/mandatory training in the health sector. Health Education England and Skills for Health are now partners to develop the CSTF further, making sure that the scope of the CSTF remains relevant to the future workforce.

The NHS Long Term Plan commitments to allow staff to move more smoothly from one NHS Employer to another. It aims to further clarify and consolidate current CSTF guidelines with the expectation that all NHS Trusts in England will ultimately be aligned to the CSTF and to enable the more practical 'portability' of training records and efficiencies in staff movement.

What are the CSTF statutory and mandatory training?

The UK CSTF allows employers to recognise statutory/mandatory training to a standard, trust that information and reduce duplication of training.

How often should CSTF statutory and mandatory training be refreshed?

It is expected that given the purpose and focus of the Subjects included in the CSTF framework and potential changes in legislation and healthcare policy, the workforce will need periodic training updates. The required frequency of refresher training (or assessment) is indicated for each subject.

These are the lists of subjects under the CSTF and their required frequency of refresher training:

  • Conflict Resolution - every three years
  • Equality, Diversity and Human Rights - every three years
  • Health, Safety and Welfare - every three years
  • Preventing Radicalisation - every three years
  • Resuscitation - every year
  • Safeguarding Adults - every three years
  • Safeguarding Children - every three years
  • Infection Prevention and Control - All staff (level 1) should have refresher training every three years, while all healthcare staff providing direct patient care (level 2) should have refresher training every year.
  • Information Governance and Data Security - refresher training or assessment should occur annually.
  • Moving and Handling - For level 1, practical training appropriate to the role should occur every three years and/or when anything changes. On the other hand, in level 2, refresher training should occur every two years.
  • Fire Safety - Refresher training will be indicated if there has been a national change in fire safety legislation, an organisation has amended its policy, or the local fire risk assessment identifies a new or changed risk.

Why is CSTF refresher necessary?

Refresher training reviews and revisits concepts that are still relevant up to date and helps revive an employee's old skills and learning, which would otherwise be lost or forgotten due to lack of use.

CSTF refresher training provides an opportunity to practise and update knowledge and skills. It offers an opportunity to extend knowledge by ensuring that any training update reflects new policy/organisational changes. Learning needs analysis and the findings of audits and evaluation should be used to prioritise expertise and understanding of problematic areas or gaps to which the organisation has identified the need to be.
